Objectives

The main objective of the New GFA is to combat the phenomenon of usury; as a side effect, with the strong guarantee of the MEF, it contributes to the injection of legal capital into the economy through low-interest loans received for example by small and medium-sized enterprises

Security

Development of innovative solutions to ensure the security of computer documents both at the data collection and analysis phases

Strengthening administrative capacity:

Increased efficiency in carrying out administrative procedures to prevent usury-related crimes through digitialisation of services, strengthening of digital and administrative skills.

Prevention

The project will ensure the expansion of the degree of dissemination of data on the management of the anti-usury fund and the prevention of illegal phenomena.

Transparency

Increased transparency in the management of anti-usury loans to ensure proper disbursement and allocation of funds and facilitation of relations between central and local institutions (MEF and entities) preparatory to accessing anti-usury loans

Areas of work

The study of the administrative procedure in anti-usury matters, governed by Presidential Decree no. 315 of 11/07/1997, outlined the following players and related procedures:
- Entities (Confidi, Associations and Foundations) registered in a special register (set up at the MEF) send their application for funding by 31 March each year;
- The MEF, having acquired the application, instructs the application and activates the necessary process of controls provided for by law (the competence for this activity has been assigned to Office III of Directorate V of the Treasury Department). Following the preliminary investigation phase, the application is either rejected or suspended (in which case clarifications/supplements are requested from the body in question) or accepted. Confidi can also provide direct loans to SMEs by periodically monitoring these loans and reporting to the MEF;
- The amount of the fund (established by the Legislator in the Financial Law) is divided by Office VIII by creating various types of proposals (simulations) of rankings, operating in a versatile manner on a series of reference parameters;
- The simulations are presented to the Anti-usury Commission, which is the body in charge of deciding how contributions are allocated and how the Fund is distributed. The Commission, evaluating the distribution proposals made by the officials of Office VIII, formally determines the parameters to be used to issue the ranking list and the variables to be taken into account for the distribution of the Fund;
- Once the division of the fund has been decided, payment mandates are prepared in favour of the beneficiary entities. The design of the processes is subordinate to the previous points, and indicates the need to split the workflow into internal and external to the MEF.

As a result of the analysis performed, it was possible to realise the system, which consists of two separate but closely connected modules. The first, Uploader, is aimed at entering documents and filling in specific forms for requesting Anti-usury funds from external entities (Confidi/Associations/Foundations) accredited to the Treasury portal, on behalf of any beneficiaries they represent (small/medium enterprises, legal persons, etc.). The second, Anti-usury, aims to manage the creation, updating, processing and fulfilment of loan applications submitted by Confidi, Associations and Foundations to the MEF to prevent the phenomenon of usury.
